Our neighbour is every human being who is entitled to expect something from us – every human being, I repeat, who is entitled to expect something from us, even if he is far away and we do not know him. Thus, an inhabitant of an under-developed country, who is dying of hunger – or is in want – is entitled to expect that each citizen of a rich country should be aware of his obligations as a citizen and be ready to put these into practice.
